The The Hague traffic police puts a sort of monocular into use with which a policeman can determine the speed of driving cars and motorcycles very easily. Chief inspector J.M. Waltman explains the principle of the device to some other policmen in a room. A policeman on the street uses the monocular and stops the car of Polygoon.
