This programme, with an educational intention, shows how in big cities, bad living conditions and a lack of clear guidance by grown-ups leads to rowdiness among the youth. A plea is made in favor of the design of playgrounds and the appointment of youth leaders. SHOTS: - Boys and girls from Amsterdam are being seriously addressed in a room at the Amsterdam central police station; - ext. houses in grubby, cheerless neighbourhoods; - int. shabby houses with primitive living conditions; - children making a mess in the streets and in a park; including trashing a cars spare tyre; stealing a suitcase from a car; throwing stones through windows and into the water, etc.; grown-ups correct them; - kids play in a playground in a city park; boys and girls together in a boat; boys boxing in a gym or jumping over a rope or horse; girls getting sewing lessons or visiting a greenhouse for flowers.
